Adoptee Rights Update
Act 127 of 2016 reinstates Pennsylvania-born adult adoptees’ rights to access their original birth certificates.

Although it will not begin processing requests until November, the state Department of Health is now accepting applications for those records. Applicants who submit their applications prior to Nov. 3 will receive a noncertified copy of their original birth records by Dec. 18, 2017. Applicants who submit applications on or after Nov. 3 should allow 45 days for processing.
