Shapiro Administration Follows Through on Benninghoff Request for Increase in Statewide Truck Parking

January 28, 2026

HARRISBURG – State Rep. Kerry Benninghoff (R-Centre/Mifflin), Republican chairman of the House Transportation Committee, is applauding efforts by PennDOT to increase available parking for Pennsylvania’s truck drivers.

“Pennsylvania’s location lends itself to a high volume of interstate truck traffic, and the Federal Motor Carrier Safety Administration Hours of Service rules often require long-haul drivers to abruptly stop their journeys to be in compliance,” Benninghoff said. “The lack of significant truck parking often leads to competition among drivers for the existing spots, a problem further complicated by distribution centers not allowing truckers to stay on their property if they arrive early with their load.”

To address a decades-old problem, Benninghoff authored legislation early last year that would give businesses a tax credit for building additional truck parking spaces. While his bill sits with the House Finance Committee, Benninghoff is glad to see the problem begin to be addressed.

House Bill 709 would also require the Department of General Services to conduct a study in relation to truck parking statewide,” added Benninghoff. “It’s a safety issue for drivers who are moving valuable goods across our state and our country, and I’m glad to see the governor act on a problem my legislation brought to light.”

On Wednesday, the Shapiro administration formally announced the opening of 24 truck parking spaces which took place late last year, and a plan to open at least 1,200 more spaces by the end of this year.
