Pennsylvania residents meeting income requirements can apply for the Low Income Home Energy Assistance Program (LIHEAP). Applicants will receive a notice if selected as a program recipient and will be informed of how much aid for which they qualify. Typically, it takes about 30 days between the application being received and the notice being delivered.

For eligibility requirements and to apply online, residents can visit LIHEAP, apply by phone at 1-866-550-4355 or in-person at the local assistance office, located at 2580 Park Center Blvd. The office is open from 8 a.m. to 5 p.m. My office can also assist in providing paper copies of LIHEAP forms.

There are also other programs in Pennsylvania to help cover energy expenses, including:

  •   Pennsylvania Customer Service Assistance Program helps residents keep their electric running through debt forgiveness and income driven payment plans. You can learn more by calling 1-800-282-6816.
  •   Dollar Energy Fund is an emergency fund to assist residents who experienced financial hardship by providing payments directly to the energy provider to keep or restore service. Call 1-800-683-7036 for more information.
  •   Emergency Rental Assistance Program helps families who faced COVID-19 pandemic related hardship and are at risk of becoming homeless. This program aids with both rent and utility payments. Visit Emergency Rental Assistance Program (ERAP) for more details.
