Benninghoff, Finance Committee Hold Hearing on Property Taxes

HARRISBURG – The House Finance Committee, chaired by Rep. Kerry Benninghoff (R-Centre/Mifflin), on Monday held a hearing in Harrisburg to review legislation that would reduce property taxes by replacing those revenues with county sales taxes or local income taxes.

“Homeowners want us to look at any means possible for delivering property tax relief,” Benninghoff said. “This hearing was an opportunity for legislators to learn more about a new bill that was recently introduced in the House. The legislation is a fresh approach at an issue that continues to be important in many communities across the Commonwealth.”

The hearing focused on House Bill 2230, sponsored by Rep. Seth Grove (R-York), which would empower voters to enact through a ballot referendum a 1 percent county sales tax. The revenues from the new sales tax would be used to reduce school district property taxes within the county that enacted it.

In addition, the legislation would empower local municipalities – including cities, townships and boroughs – to enact a personal income tax (PIT) or earned income tax (EIT) in an effort to further reduce school property taxes.

“This bill approaches the property tax dilemma from a local perspective,” Benninghoff said. “We’ve seen that it is hard to get a one-size-fits-all bill through the General Assembly regarding property taxes, because such plans tend to benefit certain areas of the Commonwealth over others. This approach may be less bold, but also more achievable.”

Testifiers at Monday’s non-voting hearing included: Dr. Dave Davare, director of research services for the Pennsylvania School Boards Association; David Baldinger with the Pennsylvania Coalition of Taxpayer Associations; Lisa Schaefer, government relations manager with the County Commissioners Association of Pennsylvania; Elam Herr with the Pennsylvania State Association of Township Supervisors; and Kevin Shivers, state director for the National Federation of Independent Businesses.
